Northern Senators Demand Permanent Solution to Niger Flooding

Northern senators have called on the Federal Government and the Niger State Government to implement a permanent solution to the recurring flooding in Shiroro Local Government Area of Niger State.

The demand was made on Wednesday by the Northern Senators’ Forum, led by its chairman, Senator Abdulaziz Yar’Adua, who represents Katsina Central.

The lawmakers urged the governments to develop a Shiroro Flood Management Master Plan that would provide a coordinated and long-term strategy for preventing and managing floods in the affected communities.

They proposed a scientifically designed flood-buffer operating strategy for the Shiroro, Kainji and Jebba dams, alongside a permanent flood forecasting and early-warning system supported by trained local volunteers.

The senators also called for a comprehensive floodplain resettlement programme, including planned settlements, compensation and livelihood support for residents who repeatedly suffer from flooding.

They further demanded an independent technical assessment of dam operations, reservoir capacity and spillway performance, taking into account changing climate conditions. According to them, the review would help determine how water releases could be managed to reduce downstream flooding risks while maintaining the dams’ operational requirements.

The lawmakers said recurring flooding in Shiroro and other riverine communities required a shift from emergency responses to long-term planning and preventive action.

While commending the National Emergency Management Agency for providing relief materials to flood victims, they stressed that emergency assistance alone could not address the underlying causes of the recurring disasters.

The senators also urged the authorities to immediately provide relief materials, temporary shelters, healthcare and sanitation services, as well as emergency evacuation and early-warning teams in flood-prone communities during the peak of the rainy season.

They advised residents to follow safety warnings and avoid constructing buildings on waterways.

The Northern Senators’ Forum said effective flood management should involve federal and state agencies, dam operators, local authorities, technical experts and affected communities.

They also stressed the importance of reliable hydrological and meteorological data to improve flood prediction and ensure that residents receive adequate warnings before dangerous water levels are reached.
