The United States has announced details of an interim agreement with Iran aimed at ending the ongoing conflict, reopening the Strait of Hormuz, and starting negotiations toward a wider final settlement.
The agreement, described as the “Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran,” contains 14 key points. It pauses major disputes, while leaving difficult issues — including Iran’s nuclear programme — for further negotiations expected to last up to 60 days.
Key points of the draft agreement:
1. Immediate ceasefire:
The U.S., Iran, and their allies agree to stop military operations on all fronts, including Lebanon, and avoid future threats or use of force against each other.
2. Respect for sovereignty:
Both countries agree not to interfere in each other’s internal affairs and to respect territorial integrity.
3. 60-day negotiations:
The two sides will work toward a final agreement within 60 days, with possible extension by mutual consent.
4. End of naval blockade:
The U.S. will begin removing naval restrictions around Iran and fully end the blockade within 30 days.
5. Strait of Hormuz reopening:
Iran agrees to help ensure safe passage for commercial ships through the Strait of Hormuz for 60 days while technical and security issues are resolved.
6. Economic reconstruction plan:
The U.S. and regional partners will develop a plan worth at least $300 billion for Iran’s reconstruction and economic development.
7. Sanctions removal:
The U.S. agrees to work toward ending sanctions against Iran, including U.S. and international measures, as part of the final deal.
8. Nuclear programme restrictions:
Iran reaffirms it will not develop nuclear weapons. Both sides will negotiate the future of Iran’s enriched materials and nuclear activities under international supervision.
9. Maintain current situation:
Until a final deal is reached, Iran will keep its nuclear programme at its current level, while the U.S. will avoid new sanctions or sending additional forces.
10. Oil exports:
The U.S. will issue temporary permissions allowing Iran to export crude oil and petroleum products, including related banking and transport services.
11. Release of frozen funds:
Iranian frozen assets will be made available under agreed procedures during negotiations.
12. Monitoring system:
A joint mechanism will be created to oversee implementation of the agreement.
13. Final negotiations:
After initial steps are carried out, both sides will begin discussions on the remaining parts of a permanent agreement.
14. UN Security Council approval:
The final agreement will be submitted for approval through a binding United Nations Security Council resolution.
The agreement is expected to begin a broader diplomatic process aimed at ending the conflict and stabilising relations between Washington and Tehran.
