Sudanese anti-war and civilian groups have formally protested the African Union Commission’s support for a military-backed internal dialogue process, saying the initiative could undermine efforts to achieve a genuine and inclusive peace in the war-torn country.
The groups, operating under the Declaration of Principles coalition, include the Somoud alliance, Abdel Wahid al-Nur’s Sudan Liberation Movement, a faction of the National Umma Party, the Popular Congress Party and other civil society organisations.
In a petition submitted to the AU Peace and Security Council, the coalition argued that the African Union’s support for the proposed dialogue contradicts its own position that a humanitarian truce and an immediate ceasefire should come before any political negotiations.
Sudan has been embroiled in a devastating conflict since April 2023, when fighting broke out between the Sudanese Armed Forces, led by General Abdel Fattah al-Burhan, and the paramilitary Rapid Support Forces.
The groups warned that supporting a dialogue organised from areas under military control, without a ceasefire, could deepen Sudan’s division and exclude millions of displaced people from the political process.
They also expressed concern that the international Quintet — comprising the United Nations, African Union, IGAD, European Union and Arab League — could be used to provide diplomatic legitimacy for negotiations shaped primarily by Sudan’s military leadership.
The coalition called on the AU Commission to clarify its position and demanded that the dissolved National Congress Party of former president Omar al-Bashir and its Islamist allies be excluded from any future political settlement.
The groups further requested an urgent meeting with the AU Peace and Security Council to present their conditions for what they described as a credible and inclusive peace process.
