Lebanon has handed over former Syrian army Major-General Adel Issa to Syrian authorities to face allegations including murder and torture, marking the first transfer of a former Syrian military officer since the fall of Bashar al-Assad’s government in December 2024.
Syrian authorities said Issa, 67, was transferred into their custody on Wednesday. He is accused of intentional homicide, torture resulting in death, and crimes allegedly linked to inciting civil war and sectarian violence.
Issa, a former commander of the Syrian army’s 17th Division who later led ground forces in Deir ez-Zur, denies the allegations.
He was arrested in Lebanon on August 8 after visiting the Syrian embassy in Beirut to complete paperwork. Embassy officials reportedly alerted Lebanese prosecutors that he was wanted in Syria, leading to his arrest and subsequent transfer.
The handover follows months of pressure from Damascus on Lebanon to take action against former Assad-era military and security officials who fled to the country after the regime collapsed.
Syrian authorities had previously provided Lebanese officials with a list of more than 200 former senior officers wanted in Syria.
The case will first be heard by a referral judge in Damascus before potentially proceeding to a criminal court for trial.
The transfer comes amid wider efforts by Syria’s new authorities to pursue former officials accused of serious abuses during the Assad era.
