The Independent Corrupt Practices and Other Related Offences Commission (ICPC) says it has uncovered two additional alleged fake government agencies linked to Adeniyi Matthew Adeyemi, who is under investigation over the controversial Presidential Foreign Intervention Promotion Council (PFIPC).
Speaking after submitting an interim report to President Bola Tinubu at the Presidential Villa in Abuja, ICPC Chairman Dr. Musa Adamu Aliyu said investigations found that Adeyemi was never appointed by the Federal Government and that the PFIPC was never established by any law or executive order.
According to the commission, the appointment letter presented by Adeyemi was forged, while the group allegedly took over offices and materials belonging to the former Presidential Economic Advisory Council (PEAC).
The ICPC said the investigation also uncovered two additional entities — the FCT Investment Promotion Agency (PIFA) and the Foreign Investment Promotion Agency (PIPA) — which it alleges were created using forged legislative documents and used to open bank accounts for unlawful activities.
Aliyu added that Adeyemi allegedly changed the agency's name from the Foreign Investment Promotion Council to the Foreign Intervention Promotion Council and attempted to expand its operations to include revenue generation.
The commission stated that no government funds were approved or released to the fake agency and said it found no evidence of security lapses within the State House or the Central Bank of Nigeria's systems.
The interim report recommends prosecuting Adeyemi, imposing administrative sanctions on public officials who allegedly assisted the operation, and introducing stronger internal controls to prevent similar incidents.
The ICPC also revealed that some of the officials under investigation are from the Office of the Secretary to the Government of the Federation (SGF), the Office of the Head of the Civil Service of the Federation, the Office of the Accountant-General, the Budget Office, and the National Information Technology Development Agency (NITDA).
Dr. Aliyu noted that the investigation remains ongoing and that further findings could lead to additional criminal charges against Adeyemi and other suspected collaborators. He added that President Tinubu has reaffirmed his commitment to transparency and accountability as the probe continues.
