The House of Representatives has cleared the Chief of Staff to President Bola Tinubu, Femi Gbajabiamila, of involvement in the activities of the purported Presidential Foreign Intervention Promotion Council (PFIPC).
The House Ad Hoc Committee investigating the alleged inclusion of the organisation in the 2026 Federal Government budget said it found no evidence that Gbajabiamila created, approved or participated in the activities of the purported agency.
The committee chairman, Yusuf Gagdi, disclosed the findings on Wednesday while presenting the panel’s preliminary report at a press briefing.
According to the committee, Gbajabiamila acted promptly after concerns about the organisation were brought to his attention. It said he contacted the Nigeria Police Force, the Office of the National Security Adviser, the Department of State Services and the Economic and Financial Crimes Commission for investigation.
The panel said the concerns were initially raised by the Nigerian Investment Promotion Commission over suspected fraudulent activities and alleged misuse of institutional materials.
The committee also found that a letter purportedly appointing Prince Adeniyi Adeyemi as Director-General of the organisation was forged and falsely attributed to the Presidency.
It said State House records showed that Gbajabiamila neither issued nor signed the appointment letter. The letterhead was also found not to be an authentic State House document, while its reference number did not follow the official system.
The lawmakers further rejected documents presented as an executive order and an Act of the National Assembly establishing the purported organisation.
The committee said there was no valid law, executive order or administrative instrument establishing an institution known as the Presidential Foreign Intervention Promotion Council.
Meanwhile, preliminary financial information linked about 58 bank accounts to details associated with Adeyemi.
The controversy began after the purported council appeared in Nigeria’s 2026 Federal Government budget despite questions over its legal status. Adeyemi had reportedly presented himself as the council’s Director-General and claimed that he was appointed by Gbajabiamila.
Gbajabiamila denied any involvement, prompting investigations into how the organisation secured a budgetary allocation and operated within government structures.
The committee said its investigation was still ongoing, but commended Gbajabiamila, on a preliminary basis, for taking steps to ensure that the allegations were investigated.
