The United States has offered rewards totalling $18 million for information that could help identify or locate two senior leaders of the Islamic State Khorasan Province (ISIS-K).
The US Department of State’s Rewards for Justice programme announced the offers on Tuesday.
The programme is offering up to $8 million for information leading to the identification or location of Shahab al-Muhajir, also known as Sanaullah Ghafari, who was appointed ISIS-K leader in June 2020.
According to the US government, Ghafari was born in Afghanistan in 1994 and is responsible for approving ISIS-K operations across Afghanistan and arranging funding for the group.
A further $10 million reward has been offered for information on Obaidullah, also known as Salahuddin and Maulawi Rajab.
US authorities said Obaidullah helps plan ISIS-K attacks, commands groups involved in terrorist operations and assists with the group’s finances through its al-Siddiq Office, an ISIS regional directorate overseeing activities in Asia.
The US said Obaidullah is a close associate of Ghafari and has been linked to several plots targeting US, European and Middle Eastern interests.
The Rewards for Justice programme also linked associates of Obaidullah to the March 2024 Crocus City Hall attack in Russia, in which 145 people were killed by gunfire and explosives before the venue was destroyed by fire.
ISIS-K, an Afghanistan-based extremist organisation operating mainly in Afghanistan and Pakistan, pledged allegiance to ISIS in 2015. The US designated the group a Foreign Terrorist Organisation in January 2016.
The US also linked ISIS-K to several deadly attacks, including the 2016 Kabul protest bombing, the 2020 Kabul maternity hospital attack, and the August 2021 Kabul airport suicide bombing, which killed 13 US military personnel and about 160 civilians.
The US government urged anyone with credible information about Ghafari or Obaidullah to submit tips through its Rewards for Justice reporting channels.
