Madrid plans to transfer about 500 unaccompanied migrant children from Spain’s North African enclave of Ceuta to the mainland following a major influx of migrants from Morocco.
The children, considered among the most vulnerable, will be placed under the care of child-protection organisations across Spain’s autonomous regions, with some expected to enter foster care or be reunited with relatives.
Ceuta’s child-protection system has been overwhelmed after more than 70,000 migrants crossed into the enclave, pushing the number of children in shelters to about 1,350 compared with the normal capacity of just 29 places.
Spanish Youth and Children Minister Sira Rego rejected calls to deport the minors to Morocco, saying any return must be voluntary and carried out with appropriate safeguards.
However, Spain’s opposition People’s Party and the far-right Vox party have criticised the relocation plan and called for all migrants who entered irregularly—including minors—to be returned to Morocco.
The United Nations children’s agency, UNICEF, has warned that hundreds of children in Ceuta are facing unsafe and unsanitary conditions.
The crisis followed a mass crossing from Morocco into Ceuta on July 30. Ceuta’s leader has said at least 100 people died during the border rush, with many reportedly drowning or being crushed near the breakwater.
