Amnesty International has accused India of continuing to supply military equipment to Israel despite what it describes as a significant risk that the weapons could be used in violations of international law during the war in Gaza.
In a report released on Thursday, the rights organization said India has become an important supplier within Israel's military production chain, providing weapons, ammunition, and military components since the conflict escalated in October 2023.
According to Amnesty, its investigators reviewed more than 2,500 arms-related shipments from India to Israel. The report claims these included hundreds of thousands of small-arms components, explosive ordnance parts such as drone warheads and artillery shell casings, and military vehicle components supplied to Israeli defense companies.
The organization said it relied on international shipment records and excluded exports believed to be for civilian purposes. Amnesty argued that the continued transfer of military equipment raises concerns under international law, particularly following provisional measures issued by the International Court of Justice (ICJ) in 2024 ordering Israel to take steps to prevent acts that could amount to genocide in Gaza.
Amnesty International Secretary General Agnes Callamard said the report demonstrates India's continued military cooperation with Israel despite growing international concerns over the humanitarian situation in Gaza. She urged Indian authorities to strengthen controls on arms exports and ensure compliance with international legal obligations.
The report also highlighted the long-standing defense partnership between India and Israel. According to data from the Stockholm International Peace Research Institute (SIPRI), India remained Israel's largest defense customer between 2020 and 2025, while Israel ranked among India's top arms suppliers.
The two countries further expanded military ties after signing a defense cooperation agreement in November 2025 aimed at boosting industrial, technological, and security collaboration.
India has not immediately responded publicly to Amnesty's latest findings. Israel has consistently rejected accusations that its military operations in Gaza constitute genocide, maintaining that its actions are directed against Hamas and are carried out in accordance with international law.
