Ukrainian President Volodymyr Zelensky has issued an open letter to Russian President Vladimir Putin, proposing a direct face-to-face meeting aimed at finding a political solution to the ongoing war between the two countries.
In the letter, Zelensky said Ukraine remains prepared for direct dialogue and urged Moscow to engage in negotiations to end the conflict. He argued that the war is placing increasing pressure on Russia, citing continued drone and missile attacks, fuel supply difficulties, tighter domestic restrictions, and discussions about a possible new mobilization campaign.
The Ukrainian leader also referenced intelligence assessments claiming that Russian forces suffered approximately 30,000 deaths and serious injuries during May, with similar losses reported over recent months. According to Zelensky, the casualty rate reflects a significant challenge for Russia's military operations.
Reiterating his willingness to meet personally with Putin, Zelensky suggested that any talks take place in a neutral country rather than in either Kyiv or Moscow.
He stated that relations between Ukraine and Russia have deteriorated dramatically during the course of the conflict, replacing years of economic and civilian cooperation with a focus on warfare and military losses.
Zelensky also noted that international attention, particularly from the United States, is increasingly directed toward developments involving Iran, arguing that this creates additional urgency for the two sides to pursue a diplomatic settlement.
As part of a potential peace framework, the Ukrainian president proposed setting a fixed date for negotiations in a third country, such as Switzerland, Türkiye, or an Arab nation. He also suggested involving the United States and European countries as guarantors of any agreements reached.
Other proposals included implementing a ceasefire along the current front line during negotiations, establishing a monitoring mechanism with U.S. participation, and carrying out a comprehensive prisoner exchange under an "all-for-all" arrangement.
Zelensky emphasized that Ukraine would continue defending itself if diplomatic efforts fail to produce a political resolution.
The letter was released on the Ukrainian president's official website while Putin was attending the St. Petersburg International Economic Forum, where he discussed recent attacks on St. Petersburg and Russia's deployment of the Oreshnik missile system.
