The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arraigned former Kaduna State Governor, Nasir Ahmad El-Rufai, his former Senior Special Adviser, Jimi Lawal, and five others over an alleged ₦8.68 billion Closed-Circuit Television (CCTV) surveillance contract.
The anti-corruption agency said the defendants were brought before Justice Hauwa’u Buhari of the Federal High Court, Kaduna, on an 11-count amended charge involving alleged corruption, money laundering, and related offences.
Those listed in the case include El-Rufai, Lawal, Singularity Network Security Limited, Solar Life Nigeria Limited, Knowledge Investment Nigeria Limited, Intercellular Nigeria Limited, and Noble Coast Resources Limited.
ICPC also mentioned Bashir El-Rufai, described as the former governor’s elder brother, in one of the charges.
The commission alleged that while serving as governor, El-Rufai approved the award of a contract for the procurement, planning, design, and installation of CCTV surveillance systems in Kaduna metropolis to Singularity Network Security Limited, despite claims that the company lacked the required experience and qualifications.
According to ICPC, funds connected to the project were later transferred through several companies and individuals, with more than ₦2 billion allegedly received between 2017 and 2022.
The agency said the alleged offences violated provisions of the Money Laundering (Prevention and Prohibition) Act, 2022.
El-Rufai and Lawal pleaded not guilty to the charges.
Justice Buhari adjourned the case until July 1, 2026, for ruling on their bail applications.
The former governor is also facing another case filed by the Department of State Services (DSS) over allegations involving the alleged wiretapping of National Security Adviser Nuhu Ribadu’s phone.
