US Senators Push Sanctions Over Israel’s Controversial E1 Settlement Plan

A group of Democratic lawmakers in the United States Senate has introduced legislation seeking sanctions against individuals and organisations involved in Israel’s controversial E1 settlement project in the occupied West Bank.

The bill, introduced on Wednesday, targets people and entities accused of supporting the construction of Israeli settlements and related infrastructure in the E1 area, which lies between occupied East Jerusalem and the Ma’ale Adumim settlement.

The proposed sanctions would apply to foreign individuals found responsible for or complicit in settlement construction, including those submitting bids for E1 development projects. It would also target those who organise, finance or facilitate the transfer of Israeli civilians into settlements in the area.

The legislation was spearheaded by Democratic Senators Chris Coons, Elizabeth Warren, Ron Wyden and Ruben Gallego, and has attracted the support of 19 Democratic senators.

Coons said the United States should send a clear message that violence and settlement expansion are unacceptable while reaffirming support for the security, prosperity and self-determination of both Israelis and Palestinians.

The E1 project has drawn widespread international criticism because of its potential impact on the territorial continuity of the occupied West Bank. Critics say the development could separate East Jerusalem from the rest of the West Bank and make the establishment of a viable Palestinian state more difficult.

Israel recently invited bids for the construction of about 1,200 housing units in the E1 area. The project has been strongly promoted by far-right Israeli minister Bezalel Smotrich.

The United Kingdom and several countries in Europe, North America and the Middle East have criticised the plan. The United Nations Human Rights Office has described the project as a serious and unlawful move towards consolidating Israeli annexation.

The administration of US President Donald Trump has not directly announced a position on the E1 project but has previously reiterated its opposition to Israeli annexation of the occupied West Bank.

The proposed Senate legislation comes amid growing debate in Washington over US policy towards Israel and the expansion of Israeli settlements in the occupied Palestinian territories.
