Saudi Arabia has introduced a new Package Visa pilot program aimed at simplifying travel for international visitors by allowing them to obtain a tourist visa as part of a complete travel package.
The initiative, launched in partnership with the Ministries of Tourism, Foreign Affairs, Interior, and the Insurance Authority, enables eligible travelers to book flights, hotel accommodation, and an electronic tourist visa through approved travel agencies in selected pilot markets.
Tourism Minister Ahmed Al-Khateeb said the program reflects Saudi Arabia's commitment to making travel to the Kingdom easier and more convenient while strengthening partnerships with travel providers.
The Package Visa builds on previous tourism reforms, including the tourist e-Visa, visa-on-arrival, and Stopover Transit Visa, which helped Saudi Arabia welcome more than 29 million international visitors in 2025.
Authorities say the new system will reduce paperwork for travelers, encourage longer stays, and boost tourism spending by offering complete travel packages that can also include events and sightseeing experiences.
Only licensed travel providers with digital booking systems, round-the-clock customer support, and other quality standards will be allowed to participate in the pilot program.
According to the Ministry of Tourism, Saudi Arabia recorded 123 million domestic and international tourists in 2025, generating SR304 billion in tourism spending and further strengthening the sector's contribution to the Kingdom's economy.
