In Shia Islam (Ja‘fari school), the rule for Qasr (shortened prayer) is:
Main Rule.
If you intend to stay 10 days or more in one place, you must pray full prayers (no Qasr).
If you intend to stay less than 10 days, you continue to pray Qasr.

Qasr applies to:
Dhuhr: 4 = 2 rak‘ah
Asr: 4 = 2 rak‘ah
Isha: 4 = 2 rak‘ah
Fajr (2) and Maghrib (3) are not shortened.
Summary:
Less than 10 days stay, Qasr
10 days or more, Full prayer.
Additional Note.
If a person is undecided (not sure how long they will stay), they may continue Qasr until their intention becomes clear.
