Rivers State Governor Siminalayi Fubara has presented a proposed ₦1.854 trillion budget for the 2026 fiscal year to the Rivers State House of Assembly led by Speaker Martin Amaewhule.
The budget presentation marks Fubara's first appearance before the Amaewhule-led Assembly since the political crisis that split the legislature in 2023.
Named the "Budget of Resilience for Growth and Development," the proposal is aimed at promoting economic growth, expanding infrastructure, improving social services, and strengthening human capital development across the state.
Governor Fubara said the proposed budget represents a 24.49 percent increase over the adjusted 2025 budget, attributing the projected revenue growth to higher federal allocations, increased derivation funds, and improved internally generated revenue.
According to the governor, ₦413.1 billion is allocated for recurrent expenditure, while ₦1.405 trillion is set aside for capital projects. Major allocations include ₦533.3 billion for infrastructure, ₦315 billion for education, ₦105.4 billion for healthcare, ₦41.4 billion for the State House of Assembly, ₦30 billion for the judiciary, and ₦19.3 billion for agriculture.
Fubara also announced plans to increase overhead allocations to Ministries, Departments and Agencies by at least 50 percent to improve public service delivery. He added that his administration would settle outstanding gratuities and death benefits owed to retired civil servants.
The governor assured residents that his administration would continue to manage public funds responsibly, saying every naira would be used to create jobs, stimulate investment, and improve the welfare of the people.
He urged lawmakers to give the appropriation bill speedy consideration and approval to enable the state to sustain its development agenda.
