The Federal Executive Council (FEC) has approved major reforms to the National Youth Service Corps (NYSC) aimed at modernising the 53-year-old scheme and preparing Nigerian graduates for future challenges.
The Minister of Youth Development, Ayodele Olawande, announced the approval on Monday, June 29, describing it as the first comprehensive review of the NYSC since it was established in 1973 by the military government of General Yakubu Gowon.
According to the minister, the reforms will reposition the NYSC as a skills-focused, productivity-driven and youth empowerment programme, supporting President Bola Tinubu’s vision of building a stronger economy.
Key NYSC reforms include:
Civilian leadership structure: The NYSC will operate under civilian management, while the military will continue to provide security support.
Digital mobilisation system: The call-up process will become technology-driven to improve transparency, efficiency and convenience.
Security-focused deployment: Corps members will be posted with greater attention to safety and security conditions.
New orientation programme: The six-week orientation camp will focus more on leadership, entrepreneurship, digital skills and specialised career training.
Career-based postings: Corps members will be assigned to places of primary assignment based on their academic background and career interests.
Improved camp facilities: NYSC camps nationwide will be assessed through a national grading and certification system.
New uniforms and graduation ceremony: The traditional Passing Out Parade will be replaced with a graduation ceremony, and corps members will receive redesigned uniforms.
The government said the reforms began in 2025 after consultations involving the Ministry of Youth Development, Ministry of Education and the Office of the Special Adviser to the President on Policy Coordination.
The Federal Government has also directed the Attorney-General of the Federation and the Ministry of Youth Development to begin amendments to the NYSC Act to provide legal backing for the changes.
NYSC Orientation Camp to Be Divided into Three Phases
The Special Adviser to President Tinubu on Policy Coordination, Hadiza Bala Usman, said the orientation programme would be restructured into three stages:
Weeks 1–2: Civic responsibility, national values and leadership training.
Weeks 3–4: Career planning, financial education, business development and access to funding.
Weeks 5–6: Specialised training based on selected career fields.
Prospective corps members will choose from 11 specialised areas during registration, including:
Agriculture Corps
Medical Corps
Education Corps
Technology and Digital Corps
Legal Corps
Public Service Corps
Infrastructure Corps
Green Corps
Enterprise Corps
Creative Economy Corps
Paramilitary and Security Corps
The NYSC was created in 1973 after the Nigerian Civil War to promote national unity by deploying graduates to states outside their places of origin.
Over the years, millions of Nigerian graduates have participated in the one-year mandatory service programme, which includes orientation camp, primary assignment and community development activities.
