A US federal judge has, for the second time, blocked the Trump administration’s attempt to introduce new restrictions on voting by mail ahead of the November midterm elections.
District Judge Indira Talwani issued a 14-day order blocking new US Postal Service rules that would require states to submit approved voter lists and comply with new ballot-format requirements before mail-in ballots could be delivered.
The judge said states did not have enough time or funding to redesign ballots, update election systems and train election officials before the midterms.
The legal battle began in March after President Donald Trump ordered the Postal Service to withhold mail-in ballots unless states met the new requirements. Voting-rights groups and Democratic officials challenged the move, arguing that election rules can only be established by Congress and the states.
Although the US Supreme Court recently overturned Talwani’s earlier ruling on a technicality, the challengers immediately filed a new case after the rules officially took effect.
Meanwhile, attorneys general from 24 states have filed a separate lawsuit challenging the restrictions.
A hearing on the latest case is scheduled for September 3, just as the first midterm ballots are expected to be sent out.
