Saudi Arabia’s Ministry of Tourism has approved new regulations governing accommodation facilities for pilgrims during the Hajj season in Makkah and Madinah.
The updated rules are designed to improve accommodation readiness, strengthen safety standards, raise service quality and ensure facilities are fully prepared before receiving pilgrims for the 2027 Hajj season.
According to the ministry, accommodation providers will be required to meet operational, safety, maintenance and essential-service standards before obtaining licenses. Facilities will also be classified into economy and first-class categories, with specific requirements covering rooms, reception areas, cleanliness, common spaces, maintenance and guest services.
The ministry will conduct inspections before licenses are issued, before operations begin and throughout the Hajj season to ensure continued compliance.
Saudi authorities described caring for pilgrims as a shared national responsibility, emphasizing the country’s long-standing commitment to providing safe and high-quality services to Hajj pilgrims.
More than 1.7 million pilgrims performed Hajj in 2026, including more than 1.54 million pilgrims who arrived from outside Saudi Arabia.
The Ministry of Tourism also reported conducting more than 19,000 inspections of hospitality facilities and temporary pilgrim accommodation in Makkah and Madinah during the previous Hajj season.
Accommodation operators planning to serve pilgrims during Hajj 2027 have been urged to begin preparations early, complete maintenance work and submit their licensing applications on time.
