The World Bank-supported HOPE Governance Programme has approved $27 million in performance-based incentives for Nigerian states that achieved key reforms in education and healthcare.
Five states — Bayelsa, Borno, Kano, Kebbi and Yobe — emerged as the top beneficiaries after meeting requirements under the programme. The states will receive a combined $15 million for improving budget planning systems for basic education and primary healthcare.
The National Coordinator of the HOPE Governance Programme, Assad Hassan, announced the development in Abuja during a meeting with commissioners, permanent secretaries and budget officials from the 36 states and the Federal Capital Territory.
Other states, including Adamawa, Delta, Gombe, Plateau and Taraba, also qualified for financial incentives after adopting improved budget guidelines and accounting systems.
The programme said the payments were based on assessments by an independent verification team that reviewed states’ performance against agreed reform targets.
Hassan explained that some states failed to qualify because they missed deadlines or did not meet the required standards.
The $500 million HOPE Governance Programme, funded by the World Bank, aims to improve transparency, accountability and effectiveness in public spending on basic education and primary healthcare across Nigeria.
